There are two distinct types of terrorism if we consider it as a people
inflicting terror on another people: the terrorism of Goliath and the
terrorism of David.  In the first sense, the American Goliath inflicted
terror on Native Americans in achieving its "manifest destiny," as did the
Nazi Goliath in attempting to establish its 1000 Reich.  For the Goliaths of
the world, education--technical and in a narrow ideological
framework--enables terrorism.

The terrorism of the Davids comes out of experienced mortal threat,
frustration, and rage.  It was the terrorism of American Indians raiding
wagon trains, also, the actions of the French resistance in WW II, or the
Goths against the Romans.  For this kind of terrorist, education is also
important.  It provides the ideological framework and the technical means
for challenging Goliath.
