- À PROPOS

La balade-workshop Offshore Tour propose une exploration
psychogéographique d’une ville et une pratique d’investigation et de
contre-surveillance en milieu urbain des réseaux mondiaux de l’évasion
fiscale. Cette expédition est basée sur l’Offshore Tour Operator : un
prototype de dérive psychogéographique assistée par GPS qui oriente le
marcheur vers les adresses puisées dans la base de données des Offshore
Leaks (comprenant les Offshore Leaks, les Bahamas Leaks, les Panama
Papers et les Paradise Papers) et géolocalisées par le collectif RYBN.ORG.

RYBN.ORG propose aux participants d’arpenter la ville pour traquer les
lieux liés à ces sociétés écrans, entreprises fantômes et prête-noms en
suivant les instructions de l’audio-guide et à l’aide d’une boussole.
Après une introduction au maniement du Offshore Tour Operator, les
participants partiront à la recherche des adresses des agents de la
finance de l’ombre pour en photographier les entrées, décrire les lieux,
observer les boîtes-aux-lettres et interphones, vérifier si le nom de
l’entité offshore s’y trouve encore et prendre des notes sur le chemin
parcouru jusqu’à elle, et pourquoi pas, laisser un message.

Offshore Tour Operator fait partie du projet The Great Offshore : une
œuvre documentaire qui nous immerge dans les profondeurs de la finance
de l’ombre en rassemblant, sous la forme d’une encyclopédie, des
documents, des récits, des images et des objets glanés au cours de
voyages dans différents paradis fiscaux.

Le point de rendez-vous est au Mundo-b, rue d’Edimbourg, 26 : 1050
Bruxelles.


- DÉROULEMENT :

13h30 : arrivée des participants, discussion et présentation du projet,
distribution de l’équipement, installation de l’application, analyse
carte de Bruxelles et répartition des quartiers à visiter

14h30 : départ des balades

17h30 : retour, thé et discussion collective


- MATÉRIEL :

Des téléphones portables Android, des boussoles et des casques audio
seront mis à disposition des participants. Vous pouvez utiliser et
apporter votre téléphone Android, si vous en possédez un. Merci
également de vous munir de quoi noter, dessiner et documenter la dérive:
appareils photo, enregistreurs sonores, ou tout autre appareil
d’enregistrement sont les bienvenus.

- ABOUT :

The Offshore Tour Operator is a psychogeographic GPS prototype that
guides the walk of the user through the database of the Panama Papers,
in search of the physical traces of the offshore banking within the city
landscape. The dérive brings the participants outside, in the various
neighborhoods of the city of Brussels, in a hunt for shell companies,
trust firms, domiciliation agencies and shadow finance offices and
agents that are referenced in the Offshore Leaks, Panama Papers and
Bahamas Leaks data­bases. The GPS guides the user through audio
indications. Participants are invited to photograph the entrance,
describe the area, observe the letterboxes and intercom systems to check
if the name of the offshore entity revealed by the leaks is still
there, and take notes on the path leading to it, to later discuss the
experiences and share collected images.

1:30 PM : welcome of the participants, discussion and introduction to
the project

2:30 PM : start of the walks

5:30 PM : return of the participants, collective discussion around
coffee and tea

- EQUIPMENT :

Android phones and OTO Bag pack, will be given to the participants (incl
GPS, database). Bring your phone and a compass if you have one.
Application can be installed on android smartphones.

Please bring some equipment to document your walk : photo or video
camera, (smart)phone, sound recorder, ... any recording device is welcome.
