[[moderator note: Matt, the answer to your question is - YES! ;) However I
send this on to nettime because if I'm curious; if 'UCT' (Universal
Coordinated Time is, as the article says, a 'more accurate GMT') is
somehow mysteriously 'unsuitable' and 'confuses' users, why is its less
accurate local London equivalent any better for the job?! And what's the
problem with the 'local time + UCT offset' that's typically used already?
