   SECRETARY RUMSFELD NAMES WHINSEC REPRESENTATIVES

   Secretary of Defense Donald Rumsfeld has designated six
   representatives from academic, business and human rights communities
   as members of the first board of visitors to the Western Hemisphere
   Institute for Security Cooperation (WHINSEC), a DoD international
   professional education center located at Fort Benning, Ga.

   The board designees, who meet for the first time June 3-4 at WHINSEC,
   will join members of the Senate and House Armed Services Committees
   and other DoD and State Department representatives, to round out the
   13-member board.

   Rumsfeld's designees are:

   * The Rev. Denis St. Marie, diocesan mission director for the Society
   of the Propagation of the Faith, Diocese of Cleveland;

   * Retired Ambassador Dennis Jett, dean of Latin American Studies,
   University of Florida;

   * Steven M. Schneebaum; partner, Patton Boggs LLP;

   * Dr. Jennie Lincoln, principal research associate, Information,
   Technology and Telecommunications, Georgia Tech Research Institute;

   * Retired Ambassador Joe Sorzano, chairman, The Austin Group; and

   * Dr. Deborah Avant, associate professor, Elliot School of
   International Affairs, George Washington University.

   The other board members include Sen. Carl Levin (D-Mich.); Sen. Jeff
   Sessions (R-Ala.); Rep. Saxby Chambliss (R-Ga.), Rep. Loretta Sanchez
   (D-Calif.); Otto Reich, Assistant Secretary of State for Western
   Hemisphere Affairs; Gen. John N. Abrams, commanding general, Army
   Training and Doctrine Command; and Maj. Gen. Gary Speer, acting
   commander, U. S. Southern Command.

   The task of the board of visitors, as required by the Floyd Spence
   National Defense Authorization Act of 2001, is to oversee curriculum,
   fiscal affairs and academic methods of WHINSEC, and to report its
   observations and recommendations to the Secretary of Defense within 60
   days of adjournment.
