i read this more than once now but i am not sure if it is based upon 
facts. i am not an lawyer or anything like that but unfortunately most 
people holding the claim that "mp3 = terrorism" in oregon aren't either.

in my understanding said bill (742) concerns *multiple* aspects as 
reflected in the different sections. while section 1 and 2 indeed do deal 
with "terrorism" (in a bad enough way i guess), section 3 doesn't. this 
section is, as noted there, an amendment to "oregon laws 2001, section 19, 
chapter 666".

if you look up this section 
(http://www.leg.state.or.us/orlaws/sess0600.dir/0666ses.html) 
you will find (in section 19) a list of unlawful activities which is now
amended by the bill in question (742). this list and therefore its 
amendment is imho not listing terrorist acts but "crimes to which section 
1 (11)(b) of this 2001 Act applies". this section, in turn, attempts to 
define "prohibited conduct" by means of enumeration. 

in short, said list of bill 742, does not say "unlawful labelling" is an 
act of terrorism but adds it to an existing list of "prohibited conducts".

please correct me if i am wrong.
