A bill filed on Beacon Hill would outlaw the sale of "exotic hair coloring" to minors. Businesses who sell dye kits to minors would be subject to fines of $100 to $300. State Rep. Thomas Kennedy of Brockton said he filed the bill on behalf of a constituent whose daughter bought a kit and dyed her hair a purple-orange color.
