"Brain gain ? the instruments"

If Europe is to remain a competitive and dynamic knowledge society, it needs more highly educated people. In fact, more than our own higher education institutions can deliver. Therefore, keeping Europe attractive for international partners in science and applied sciences is a dear necessity. Some European countries are well aware of the global competition for talented people. However, Europe as a whole has just started to develop instruments for that competition. But how do these instruments perform? The conference offers an opportunity to discuss the effectiveness of these instruments, to propose new instruments and national policies, and to formulate recommendations for the existing EU instruments.

  Working on growth with Europe: Looking into the future of ICT
  Amsterdam, The Netherlands
  This conference marks the beginning of a strategic discussion on the future ICT policy in Europe, given the objectives of eEurope and the Lisbon agenda 2010. A study will be presented of new ICT-related policy questions till the year 2010. The study should establish the basis for further discussion over the future European ICT agenda (as follow-up of the eEurope 2005 Action Plan). The results of the study and the conference will be used as an input for discussions during the Telecoms Council of December 9, 2004. Participants from the 25 EU Member States, the European Commission, the candidate countries, EFTA countries participating in the e-Europe Steering Group, and a selected group of senior representatives from the ICT industry and leading scientists will attend the conference.
