Cum putem face ca prin cercetare, planificare urbanÄ, arhitecturÄ,
activism, creativitate instituÈionalÄ Èi artÄ, spaÈiile publice din
oraÈele noastre sÄ fie mai primitoare, mai deschise Èi mai
democratice? Cum am putea crea/gÄsi/promova soluÈii instituÈionale
locale la procese globale (neoliberalism, globalizare economicÄ) pentru
a include chiÈinÄuienii Ãntr-un proces participativ de luare a
deciziilor privind deschiderea spaÈiilor publice cÄtre cetÄÈeni Èi
creÈterea accesibilitÄÈii pentru diferite grupuri sociale care sunt
excluse constant? Ãn cele din urmÄ, cum am putea construi rezistenÈe
Ãn faÈa unor presiuni economice Èi politice Èi cum am putea dezvolta
poziÈii mai sigure pentru actorii societÄÈii civile Ãn raport cu
repezentanÈii puterii?

Ãn contextul dezbaterii Ãn desfÄÈurare despre transformÄrile
radicale pe care le-a suferit spaÈiul public din ChiÈinÄu Ãn
perioada tranziÈiei â degradare, privatizare, comercializare,
politizare â problema calitÄÈii, accesibilitÄÈii, deschiderii Èi
democraÈiei spaÈiului public este deosebit de acutÄ.

Proiectul CENTRUL CIVIC al CHIÈINÄULUI â un parc pentru comunitate
pune Ãn discuÈie situaÈia spaÈiilor publice Èi perspective de
dezvoltare a acestora. La un nivel mai general, proiectul invitÄ sÄ
dialogÄm pe tema spaÈiilor publice Ãn perioada tranziÈiei, despre
bunurile comune Èi rolul pe care Ãl au Ãn organzarea socialÄ, sÄ
propunem noi modele de guvernare a acestor spaÈii / bunuri precum Èi
forme de inovaÈie instituÈionalÄ prin care acestea pot fi protejate
Èi/sau democratizate.

Dincolo de consecinÈele pe care le-ar putea avea proiectele majore de
infrastructurÄ pentru viaÈa oraÈului, ne preocupÄ soarta unor
spaÈii mai mici ce se regÄsesc Ãn cartierele din centrul istoric.
EdiÈia din acest an a proiectului va avea ca punct central Parcul de la
intersecÈia strÄzilor Sf. Andrei Èi Iv. Zaikin
(http://goo.gl/maps/zl8Pd [3]). Unul din puÈinele spaÈii verzi din
zona istoricÄ, parcul este situat pe axa Bulevardului Cantemir, Èi,
deÈi a fost proiectat ÃncÄ Ãn anii â70 de cÄtre arhitecÈii
sovietici, nu a fost construit ÃncÄ. Aflat la marginea centrului vechi
(cÃndva fiind cunoscut drept unul dintre cele mai periculoase
cartiere), caracterizat prin abandon Èi delÄsare atÃt din partea
autoritÄÈilor cÃt Èi a locuitorilor, acesta riscÄ sÄ disparÄ Ãn
umbra intereselor imobiliare. OdatÄ reabilitat, Parcul ar putea
rÄspunde unor nevoi vitale pe care le au locuitorii urbei, printre ei
copii Èi pÄrinÈi, tineri Èi oameni Ãn vÃrstÄ.

Ãn perioada 11 august â 6 septembrie 2014 invitÄm comunitatea de
artiÈti, arhitecÈi, activiÈti, jurnaliÈti Èi cercetÄtori din
ChiÈinÄu Èi alte oraÈe sÄ participe la un program de expoziÈii,
conferinÈe, rezidenÈe artistice, proiecÈii de film, lansÄri de
carte, lucru comunitar, petreceri Èi pincnicuri.
Ãn cadrul programului de evenimente un accent deosebit va fi pus pe
implicarea locuitorilor din zonÄ Ãn primul rÃnd dar Èi a
chiÈinÄuienilor Ãn general. ÃmpreunÄ sperÄm sÄ dezvoltÄm o
viziune comunÄ pentru acest parc ca un loc public accesibil Èi deschis
tuturor.

Proiectul CENTRUL CIVIC al CHIÈINÄULUI â un parc pentru comunitate
dÄ continuitate unei serii de activitÄÈi demarate de AsociaÈia
Oberliht mai mulÈi ani Ãn urmÄ Èi care au cuprins un atelier de
cartografiere a spaÈiului public, o serie de intervenÈii artistice,
cÃteva cercetÄri sociologice efectuate de artiÈti Èi curatori,
cÄrora li s-au alÄturat ulterior arhitecÈi, sociologi, istorici Èi
alte grupuri profesionale interesate de dezvoltare urbanÄ, pentru a
cerceta Èi interveni Ãn contextul existent, determinat de distribuÈia
inechitabilÄ a spaÈiilor Èi resurselor care caracterizeazÄ orice
stat post-sovietic nou.

PROGRAMUL CENTRUL CIVIC AL CHIÈINÄULUI â UN PARC PENTRU COMUNITATE
este organizat Ãn cadrul proiectului SPACES al Uniunii Europene.
Proiectul SPACES este finanÈat de Uniunea EuropeanÄ prin Programul
Cultural al Parteneriatului Estic. AdiÈional proiectul este susÈinut
de FundaÈia CulturalÄ EuropeanÄ.

PROIECTULÂSPACES (Zone Publice Durabile pentru Cultura Ãn Tarile din
Est) aduna la un loc artisti si lucratori din domeniul culturii din
patru tari ale Parteneriatului Estic, Armenia, Georgia, Moldova,
Ucraina, care se preocupa de reprezentarea unor subiecte sociale
specifice pentru spatiile publice din orasele lor. Proiectul mai are
drept scop fortificarea scenei independente de arta si cultura din
aceste tari.
Cuvintul cheie este dezvoltarea capacitatii â de la dezvoltarea unor
pozitii ferme de pe care de lansat un proces de negociere cu agentii
guvernamentali pina la procese de autoinstruire, imbunatatire a
contactului cu societatea civila si publicul, si identificarea unor noi
spatii unde arta si cultura pot avea loc. Intrebarea principala este:
Cum prin arta si cultura sa recistigam noi spatii pentru cetateni, in
special pentru tineri? In cadrul proiectului SPACES vor fi organizate si
desfasurate evenimente artistice participative in spatiul public din
cele patru tari. Procese de lucru in retea, cercetare sociologica si
dezbateri pe marginea policiticilor culturale vor acompania aceste
evenimente. O intelegere mai buna a rolului pe care il poate avea arta
si cultura vizavi de spatiul public in spatiile post-comuniste, un
sprijin mai puternic acordat scenei independente, noi concepte de
guvernare culturala in regiune vor fi citeva din rezultatele proiectului
SPACES.

How can we make it so that through research, urban planning,
architecture, activism, institutional creativity and art, the public
spaces from our cities would be more welcoming, more open and more
democratic? How could we create/find/promote local institutional
solutions to the global processes (neoliberalism, economic
globalization) in order to include the residents of Chisinau in a
participative process of decision-making regarding the opening of the
public spaces for the citizens and the growth of accessibility to
various social groups that are constantly excluded? Finally, how could
we build resistance in front of economic and political pressure and how
could we develop stronger positions for the actors of civil society in
their relation with the representatives of power?

In the context of the ongoing debate about the radical transformation of
the public space in Chisinau under the impact of transition â
degradation, privatization, commercialization, politicization â the
problem of the quality, accessibility, openness and democratization of
public space is especially acute.

CHISINAU CIVIC CENTER â peopleâs park project calls into question
the situation of public spaces and perspectives for their development.
On a more general level, the project invites us to a dialogue on the
issue of the public spaces during the period of transition, on common
goods and their role in the social organization, and to propose new
models for governing these spaces / goods, as well as forms of
institutional innovation, through which they can be protected and/or
democratized.

Beyond the consequences, which the major projects of infrastructure
could have for the life of the city, we are concerned by the fate of
some smaller spaces that can be found in the districts of the historical
center. This yearâs edition of the project will focus mainly on the
Park situated at the intersection of Sf. Andrei and Ivan Zaikin streets
(http://goo.gl/maps/zl8Pd [3]). Being one of the few green spaces from
the historical area, the park is situated on the axis of Boulevard
Cantemir, and, although it was projected as early as in the 70ies by
Soviet architects, it hasnât been constructed yet. Situated at the
edge of the old city (once known as one of the most dangerous
districts), characterized by abandonment and decay both from the
authorities and the residents, it is threatened to disappear in the
shadow of real estate interests. Once rehabilitated, the park could
cover some vital needs, which the city residents have, among them
children and parents, youth and elderly people.

During the period of 11th of August to 6th of September 2014 we invite
the community of artists, architects, activists, journalists and
researchers from Chisinau and other cities to participate in a program
of exhibitions, conferences, art residencies, film screenings, book
launches, community work, parties and picnics.
In the program of events an emphasis will be put on the involvement of
the residents from the area especially, but also of the residents of
Chisinau in general. Together we hope to develop a common vision for
this park as a public spot accessible and open to all.

CHISINAU CIVIC CENTER â peopleâs park project gives continuity to a
series of activities started by Oberliht Association several years ago,
which included a workshop for mapping the public space, a series of
artistic interventions, several sociological researches made by artists
and curators, joined later by architects, sociologists, historians and
other professional groups interested in urban development, in order to
research and intervene in the existing context, determined by
inequitable distribution of spaces and resources which characterizes
each new post-Soviet state.

The program CHISINAU CIVIC CENTER â PEOPLEâS PARK is organized in
the frame of the EU project SPACES. The SPACES project is financed by
the European Union through the Eastern Partnership Culture Programme.
Additionally, it receives support from European Cultural Foundation.

SPACES PROJECT (Sustainable Public Areas for Culture in Eastern
Countries) assembles artists and cultural workers in four Eastern
partner countries, Armenia, Georgia, Moldova, Ukraine, who aim at
reflecting societal issues in the public realm of their city. It also
aims at strengthening the independent art and culture scene.
The key word is capacity building â from developing a better standing
in negotiations with governmental agencies, to processes of
self-learning, increasing contact with civil society audiences, and
finding new spaces where art and culture can take place. The core
question of the project: How can art and culture regain public space(s)
for citizens, especially for young people? SPACES will curate and carry
out participatory art events in public spaces in the four countries.
Processes of networking, social research and policy debates will
accompany the in situ events. A better understanding of the role culture
and art can play with regard to public space in post communist spaces, a
stronger lobby for the independent scenes, new concepts for cultural
governance in the region: these are some of the SPACES results.
