* Introduction *

Dear Syndicalists,
is there really nothing going on in the months of July and August? Hard to
believe, but the first announcements which have reached me are all for
September. That'll be a crazy month, but it'll also give us good
opportunities to meet, here or there.
The V2_East Documentation Meeting feels like it is going to be a major
event for the network, judging from the responses Inke and I have been
getting. There are more than twelve proposals from people to talk about the
history and current situation of media art in their countries, a list that
includes almost all Eastern European countries. I have had tentatively
positive responses from the Dutch Foreign Ministry and from the City of
Rotterdam, which will probably mean that we will be able to support the
travel and accommodation of those people who have sent proposals and who
cannot cover those expenses via SCCA, APEX or other funds. I will be in
touch with everybody about this individually.
Inke and I will also put together the programme for the meeting which is
scheduled for 18 and 20 September. It will hopefully be ready in the course
of the next weeks.
I am not sure how much of the information that has been mailed via the list
in the course of the month should be repeated here. I try to take those
events which happen in Eastern Europe and more general information,
assuming that everybody has seen the individual announcements. Some of this
information is available permanently on or via the WWW site:

Please, continue using the list <syndicate@aec.at> for posting info that is
of interest to the media art community in East and West Europe. And once
again: Some of you have promised info about their institutions and
activities, and I would like to encourage you to write a few sentences -
there are a lot of curious people in this growing network who might be
future partners for your projects. Also, I would like to ask you all to
pass information that might be interesting for people who don't have e-mail
on to those people. Wealth in information comes from exchanging it freely.

* The Human and the Invisible, Barcelona November 1996 - January 1997
International exhibition on the Internet about the themes of " The
Invisible" and "Strategies for the Digital Conquest: Between Apology,
Euphoria and Despotism". "The purpose of this exhibition is to analuse and
open up a debate on these topics, as well as to consciously use the medium
in order to critically reflect on the telematic medium itself."

* Filmart Takes Position: Alien/Nation
Art, through film, voices its opinion on current themes of interest, the
state of the world, the future of mankind - with the guiding principles of
intensity, authenticity and quality.
Alien/Nation means: Foreign lands and the nation. Foreigners and the state.
Encapsulation and exclusion. The 'other' and one's 'own'. Anonymity.
Alienation.
Contributions: all formats; maximum length 5 minutes; an 'annual reel' of
selected works will be made in 16 mm film for international film festivals,

*Meeting on Archives and Documentation of Media Art

The Meeting will take place during the DEAF96 festival and the ISEA
conference in Rotterdam.
The description can be found on the website at:

The *dates* will be Wednesday 18 Sept for the public session during which
there will be presentations on the history of media art in different
Eastern European countries (this will be part of the evening programmes of
DEAF96) and Friday 20 Sept for the specialist meeting about archives and
documentation sources, about access and the compatibility of data bases
which already exist or are being created.

This week we were working a lot by E-L@b Homepage, next week it will appear
on the Internet. I will let you know. Our Homepage will include links and
information about many media art activitities and institutions in Latvia,
while Internet is not accessible for all.

*Marta Dubrzynska writes from Warsaw:

At a recent meeting about web design and art, we also gave our sponsors
time to present themselves. A director of SUN Poland, took this opportunity
to anounce that SUN would give the Ujazdowski Castle (Center for
Contemporary Art, Warsaw) a server (old IPX) + software. This was the
result of one year of networking. This is only the start. Now we need the
cable in the Castle [networking the offices] we are also working on for one
year, and a good system operator.
We are sorry that we did not write any more about the Polish Internet
prices but the situation is not so clear. At the moment the prices are much
higher than last year. There are two ways you can get an internet account
from the national provider NASK: or you pay per byte send and recieved, or
you pay per bandwith.  Somehow this did not kill the Polish internet, it's
slowly growing.

*APEXchanges - Arts Mobility for Central and Eastern Europe

An initiative of the European Cultural Foundation


*What is ...

APEXchanges aims to support practical, inexpensive solutions to the problem
of mobility for individuals from Central and East Europe.

APEXchanges supports cooperative projects emerging from the arts sector.
Artists are encouraged to work together more actively on European
collaborative projects and joint initiatives.


*Initial Travel Grants

The APEXchanges mobility programme is in the first place for artists to
work with colleagues from other countries in exploring and planning
projects based on cooperation and exchange.
In general the travel grants are for artists and arts organisers working in
the field of performing arts (theatre, dance, music) and visual arts
(painting, sculpture, photography, media arts), related to:
- meetings for planning and exploring collaborative, cooperative projects
- meetings based on partnerships and networks


*Travel and Accommodation Grants for Final Projects

There are also possibilities to receive follow-up (travel and
accommodation) grants to realise projects which were discussed during the
initial meeting. This will be judged on a case-by-case basis, depending on
how the project is developing. In this way, APEXchanges provides a
practical way not only of learning but also of encouraging artists and art
organisers to achieve a final project.
Examples of such possible travel and accommodation grants include:
- grants for placements for a short period of time
- grants for final European co-productions
- grants for workshops


*No Support for

APEXchanges will not support
- production or touring expenses
- travel costs related to postdoctoral study or longer-term study


*Priotity

APEXchanges will give priority to projects initiated in Central and Eastern
Europe.


*How to Apply to APEXchanges

There are no set deadlines for applying to the Fund. The following
information should be received two months prior to the envisaged meeting:

1. About yourself
- curriculum vitae

2. Financial information
- budget for trip and the reason for the type of transport
- why is it (economically) necessary to receive an APEX grant?
- how will the other expenses be covered? If possible, send information
indicating how other expenses will be met (for example, an offer of
accommodation from the host partner)

3a. For an initial APEXchanges travel grant
About the meeting
- background of the project/idea
- why is your partner abroad?
- what are the anticipated results of the meeting?
- If the meeting is based on a cooperative project: what project or
collaboration do you wish to explore and what are your plans for the
future?
- If the meeting is linked to an arts organisation (a network, for
example), why is this meeting important?
How many grants?
Approximately 80 travel grants will be awarded each year.

3b. For a follow-up travel and accommodation grant
About the meeting
- concerning placements, clear motivation from the applicant is required,
as well as a commendation from the relevant institute.
- Concerning co-productions, high quality is a requisite, and some cases
external advice will be sought in the region itself.
How many follow-up grants?
About 15 grants will be awarded each year.

(Grants applications can be submitted in English and French.)

The funders of APEXchanges are the European Cultural Foundation and KPN
(Royal PTT Nederland).

* General info about the Syndicate list *

<syndicate@AEC.at> is the address of a mailing list which is dedicated to
an exchange of information and ideas relating to the situation and future
development of electronic and media art in Eastern Europe. The list members
include artists, curators, networkers, writers, festival organisers, etc.,
from East as well as West European countries and beyond, who, through the
'Syndicate', are trying to improve the communication and cooperation
between artists and organisations in East and West. The list was first
installed following the initial meeting of the V2_East initiative at
V2_Organisation in Rotterdam on January 21, 1996, at the end of the second
Next 5 Minutes conference.
