CALL TO ALL NOMADS, STRANGERS, STATELESS INDIVIDUALS, AND ANONYMOUS PERSONS OF ALL TYPES.


Dear Nomad,

 My name is Roddy Hunter and I am the Co-General Consul of The Nomad
territories for England. This is a passport-based artists project with
1,000 citizens. I am currently planning a festival/symposium/event around
the actualities of transnationality and networks.
The event, Rootless '97 will be an interdisciplinary project combining
social research with interactive multimedia to produce a public symposium
consisting of mail, fax, internet, audio and performance art; video
conferencing; installation and exhibition programme. The purpose of this
event is to publicly profile issues of trans-nationality & networks,
citizenship & access.

The event will be composed of:
- A public symposium event, exhibition programme, installation, audio and
performance art co-ordinated in collaboration with Hull Time Based Arts,
The Ferens Art Gallery and other Hull-based agencies, taking place within
the established infrastructure of the Root festival.

- The holding of a public forum on the theme of 'trans-nationality' with
invited representatives of global states, political and military alliances,
aid organisations and individuals involved in pioneering artists' networks.


- The manufacture of The Nomad Territories identity card for the purposes
of offering it to the members of the public.

- The initiation of the European Performance Artist Residency Exchange
(EPARE) programme, currently envisaged as involving the co-operation of
Hull Time Based Arts, Fort Sztuki (Poland) and MUU (Finland).

- The development of relationships with artists in terms of encouraging
them to respond to experimental forms of programming and exhibition of
work. An example of this would be the proposition of different artists'
performances occurring simultaneously in the same public space.

- The dissemination of the idea of interdisciplinary art as a viable means
of research.

- The creation of a trans-national central archive resource, linking
various research bodies, through the facility of a Nomad Territories web
site.

- The extension of this archive to include areas of research concerned with
networks, access and identification.

- The opening of this facility to members of the public to encourage access
to and usage of such a resource. This will be achieved through the
conversion of a public venue into an interactive research station.

- To use this research station as the basis of a community education
programme in association with Artlink Exchange and the Ferens Art Gallery
Education Staff.

- To publish and distribute a catalogue covering the wide range of
activities and debates arising from the event. It is hoped that such a
publication would simultaneously document and disseminate the project.
