Not true:

Paragraph 5 of Powell's original announcement specifically said the aid
would bypass the Taliban, though it's far from clear how this would be
(would have been) accomplished. Bush's drug warriors may be as stupid as
their predecessors, but they've got no illusions about the Taliban.

The hawks online have already feasted on Scheer's story, which was
picked up by the usual alternative news outlets without comment. If they
have any sense, they'll correct this. If we're going to argue against
war hysteria, we'll need to keep our facts straight. I've been trying to
stomp on this canard (QUACK!!) and my feet are getting tired.
